Tezzie Dunlap
Executive Director and Co-Founder
Driven, resilient, and purpose-led, Tezzie is a commercial plumber with hands-on experience building infrastructure across diverse projects. After overcoming 16 years of incarceration due to a life-altering decision at 18, he redirected his path and committed himself to growth, professionalism, and community impact.
Tezzie is the founder of ROAR – Rebuilding Over All Restrictions, a nonprofit dedicated to supporting formerly incarcerated individuals, advocating for justice reform, and empowering at-risk youth. Through ROAR, he works to foster unity, accountability, and leadership among those often overlooked by society.
His story is one of redemption through hard work, faith, and a refusal to give up. Tezzie believes in the power of second chances — and he used his to build both buildings and better futures.
Brandon Nixon
President and Co-Founder
Born and raised with a passion for sports, Brandon earned a full athletic scholarship for football at the University of Maryland at College Park, after excelling in both football and track and field during high school.
However, after leaving college, Brandon made choices that led to his incarceration. While serving his sentence, he endured some of the most difficult moments of his life, including the loss of his grandmother and facing a new criminal charge while already imprisoned. These experiences became the catalyst for a complete transformation.
Upon his release, Brandon committed himself to building a new life. He launched a logistics company and began his family with his loving partner and son. Motivated by his own journey and determined to create change for others in similar circumstances, he founded R.O.A.R. to provide returning citizens with emotional support, problem- solving tools, and practical resources like job training, career development, financial literacy, and community-building events.
Now residing in the DMV area, Brandon leads R.O.A.R. with conviction, heart, and lived experience.
His mission is clear: to help others rebuild their lives over all restrictions--and to ensure that families remain whole, strong, and supported.
Jayden Sampson
Vice President
Jayden HC Sampson has been committed to social justice his entire professional life. Before becoming a criminal justice professor at Montgomery County Community College, he was a public defender in Philadelphia County. He has been a planner for the Philadelphia Trans Wellness Conference (PTWC) now called the Charlene Arcila Trans Wellness Collective since the for over 20 years. He also does volunteer work at his college and is a member of Norristown Friends (Quaker/Society of Friends) where he has been a treasurer for nearly 10 years. He recently joined the board of ROAR as their Vice President. When not doing service, he loves to learn, and train for triathlons. He attempted his first Ironman in Sept of 2024 but just missed finishing by 7 miles and for his 50th birthday celebration he completed an 80-day, 4300-mile sojourn, riding his bicycle across the country bringing awareness to food addiction and being awestruck by natural beauty of this country. His current favorite quote: He that will not reason is a bigot; he that cannot reason is a fool; and he that dares not reason is a slave by William E. Drummond.
Dr. Avis R. McGhee-Ph.D
Secretary
Dr. Avis R. McGhee is the proud mother, grandmother, and grandmother. Currently serving as a secretary on the board of ROAR. She has earned an AAS, AA, BA, MS, and PH.D degrees. Dr. McGhee is an Internationally Certified Professional Chaplain, currently serving as a Norristown Police Chaplain
She worked in the Behavioral Health Human Service field for over thirty years. Currently she is retired. She has and continues to mentor women in different facets of their lives. Dr. McGhee is one of the recipients of the Addiction Professional of the year Award. Dr. McGhee has 40 years in recovery from drugs/alcohol. She is a recipient of the Unsung Hero award.
Dr. Avis published her book, “The Bad Seed Produces Good Fruit” in 2023. The book is to encourage and inspire others to be an overcomer. She is in the process of writing two additional books. She has presented and a number of conferences on dealing with drug and alcohol, mental health, spiritual topics, and a variety of other topics.
She is the Vice President and a founder of “A Bag of Warmth” a family non-profit which she founded after her mother’s passing. The non-profit provides hats, gloves, scarfs, and socks so people can be warm. Dr. Avis McGhee hearts desire is that every person reach their fullest potential spiritually, emotionally, and physically.
Julia Salsich
Treasurer
Julia Salsich serves as the Treasurer for Rebuilding Over All Restrictions (ROAR), a nonprofit organization committed to reducing recidivism and supporting the successful reintegration of formerly incarcerated individuals. With a strong belief in the power of second chances, Julia brings her organizational skills, financial oversight, and deep compassion for community healing to her role on the board.
She currently works as a Doctor of Chinese Medicine specializing in pain management at a nonprofit community health clinic in Washington, DC. Her work centers on holistic, person-centered care; values that mirror ROAR’s mission of dignity, support, and opportunity for all.
Julia lives in the DC area, with her partner and son. She is passionate about community-building and equity, and she believes that every person deserves the resources and support to thrive beyond their past.
Rahsul Stinson
At-Large Member
Entrepreneur, fitness trainer, and social activist, Rahsul Stinson is dedicated to creating opportunities for personal transformation through health, discipline, and community connection. As the founder of Sweatchasers, LLC, Rahsul has built a platform that combines innovative fitness routines, natural nutrition, and youth mentorship to inspire holistic well-being.
Through his programs—including Sweatchasers fitness training, Sweatchasers Undeniable Sea Moss nutritional drinks, and the Sweatchasers Youth Boxing Initiative—Rahsul empowers individuals to take ownership of their health and mindset. He has collaborated with community programs such as Kids Keeping FIT at West Philadelphia Achievement Elementary School, the Pottstown Stop Gun Violence Initiative, and the S.O.U.L. Youth Mentorship Program at the Richard J. Ricketts Community Center.
As an At-Large Board Member of ROAR, Rahsul brings his deep commitment to rehabilitation, mentorship, and second chances to support individuals reentering society after incarceration. He believes that physical wellness, self-discipline, and community accountability are powerful tools for rebuilding lives and overcoming barriers.
Rahsul continues to conduct Sweatchasers training sessions in community spaces, staying grounded in his mission to impact whole-body health and empower others to rise above restrictions—physically, mentally, and socially.
